本書の内容
『東アジア戦略概観』は東アジア地域諸国の安全保障戦略や生起した事象について分析した年次報告書であり、防衛研究所の基幹刊行物です。1996年から日本語版と英語版が刊行され、今年で24年を迎えます。
2020年版では、貿易摩擦から覇権争いへと先鋭化する米中の対立や、逃亡犯条例に端を発した香港のデモに対する中国の習近平政権の対応、「危機回帰」をめぐり揺れ動く朝鮮半島情勢、中距離核戦力全廃条約の終了がアメリカやロシアにもたらす影響などについて精緻に分析しています。また、こうした戦略環境において、日本が政府一体として推進する「自由で開かれたインド太平洋」構想の意義についても解説しています。『東アジア戦略概観』は、『防衛計画の大綱』にある「安全保障対話・防衛交流を引き続き推進し、我が国の周辺諸国を含む関係諸国との間の信頼関係の増進を図る」という方針の一翼を担うものとして、日本の視点からの分析を内外に発信し自由な議論の題材を提供するものであり、学術専門書としての性格を備えています。
The East Asian Strategic Review (EASR), a flagship publication of the National Institute for Defense Studies, is a yearly report which analyzes security strategies and events that have occurred in East Asian countries. This year marks its 24th year of publication, with Japanese and English editions being released concurrently since 1996.
The 2020 edition offers an exhaustive analysis of issues such as heightening Sino-American confrontation ranging from trade disputes to hegemonic competition, the Xi Jinping administration’s response towards the street protests in Hong Kong stemming from the extradition bill, the shaky situation in the Korean Peninsula over the “recurring crisis”, and possible impacts to Russia and the U.S. arising from the termination of the INF Treaty. Also, against such a strategic environment, the EASR offers an explanation regarding the significance of the Free and Open Indo-Pacific vision for which Japanese government agencies have been working together. As a contributor to the policy in the “National Defense Program Guidelines” of strongly promoting security dialogue and defense exchanges to enhance mutual confidence between countries, including neighboring countries, the EASR offers analyses from a Japanese viewpoint to both domestic and international audiences, and provides topics for open discussion, strengthening its standing as a scholarly work.
